As a resident, Economic Development Advisory Committee member, and restaurant owner, I am writing in support of the proposed Section 5.6 Construction Management zoning bylaw. This regulation is a thoughtful step toward ensuring Belmont’s business districts remain vibrant and accessible during periods of growth.
I speak from experience. A few years ago, one of my restaurants in Watertown was impacted by nearby development. While we remained open, the construction process created real challenges for daily operations, and we experienced a noticeable dip in revenue. Those were tough years, but we held on. After the project was completed, customers returned, sales improved, and we are now seeing renewed growth.
The transition period during new development or major road repairs requires care. Too often, projects lack a formal framework to support small businesses during these disruptions. Learning that Belmont is being proactive and putting such a plan in place is a positive step forward. This bylaw requires business continuity strategies and proactive coordination, including an approved Construction Management Plan (CMP) before a building permit is issued.
I am particularly encouraged by the Town’s focus on:
- Protecting public infrastructure so customers can always find safe and accessible paths to local businesses
- Managing parking and traffic impacts to keep streets functional for residents and visitors
- Conducting formal reviews during Site Plan or Special Permit processes to ensure projects are good neighbors
We all want a thriving Belmont, and while change can be challenging, seeing communities such as Arlington, Melrose, and Natick grow thoughtfully has inspired me to share my experience. By adopting Section 5.6, we can support new development while ensuring our existing small businesses continue to succeed alongside it. I respectfully urge Town Meeting to support this measure.
