BELMONT PLANNING BOARD

PUBLIC HEARING NOTICE

Pursuant to MGL Ch. 40A, Sec. 5, the Belmont Planning Board will hold a Public Hearing to discuss three sets of proposed text amendments to the Belmont Zoning Bylaws on Tuesday, June 9, 2026, starting at 7:00 pm on the Zoom platform. Subsequent hearing sessions may be either hybrid or remote, and shall be so noticed at the prior meeting. The subject matter of the proposed text amendments are as follows: 1. Establishing a new Section 10B, Hill’s Crossing Overlay District, to create a new overlay zoning district applicable to the Hill’s Crossing area, including provisions governing permitted uses, dimensional standards, development form, and related regulatory requirements. 2. Amending Section 10, Belmont Center Overlay District, to revise provisions relating to permitted uses, dimensional and form standards, and administrative procedures, and to correct internal inconsistencies and errors. 3. Establishing a new Section 5.6, Transportation Demand Management, to require certain developments to implement measures to reduce vehicular trip generation, including but not limited to transportation demand management plans, monitoring, and compliance mechanisms. 4. Amending Section 6.10, Inclusionary Housing, to revise definitions, affordability requirements, administration and monitoring provisions, and in-lieu payment provisions, and to make related amendments to improve implementation and enforcement. 5. Amending Section 1.4, Definitions to revise definitions in connection with any of the above items; for general cleanup; and for changes to the definitions to reflect recently enacted amendments. Martins for a special to construct a second story addition at 248 School Street located in a Single Residence C (SRC) zoning district. §1.5.4 C (2)-b of the Zoning By-Law allows alteration or structural change increases, that increase the Gross Floor Area of a non-conforming structure more than thirty percent (30%) when combined with the GFA added to the structure during the five year period preceding the date of the pending application, by a Special Permit granted by the Planning Board. The existing Gross Floor Area is 2363 square feet and the proposed addition is 1319 square feet or 55.8%. The expansion is allowed by a Special Permit granted by the Planning Board.
