Special Town Meeting Scheduled for November

A special Town Meeting has been scheduled for the week before Thanksgiving, with roughly a dozen articles already on the warrant.

At a recent meeting, the Select Board set Nov. 16 as the start date, with Nov. 17 and 18 as additional days.

According to Town Administrator Patrice Garvin, the list of warrant articles presented to Select Board members at their June 29 meeting was a “first pass,” and more may be coming.

Some of those articles include standard financial articles, including a transfer of stabilization funds, and a handful of zoning articles, including the Hill’s Crossing District and a proposed amendment to the inclusionary zoning bylaw.

The Hill’s Crossing Overlay District is the next project in the town’s efforts to encourage more commercial development, easing the tax burden on residents.The Hill’s Crossing Overlay District—which includes several subdistricts with varying allowed uses—follows in the footsteps of the town’s first two projects, the Belmont Center Overlay and the Center Gateway Overlay District, which were approved by Town Meeting in March.

Other potential articles include the disbanding of the library and municipal rink building committees; de-authorization of library borrowing; and adoption of Carlton Circle as a public way.
